Established at the request of the People's Commissariat by Decree of the Presidium of the Supreme Soviet of the USSR on June 9, 1945 (Gazette of the Supreme Soviet of the USSR, 1945, No. 34).
According to its regulation, it was to be granted to all participants in the seizure and occupation of Budapest - military men of the Red Army, Navy, NKVD and civilians - always with the confirmation of their actual participation, through the lists of military divisions, hospitals...etc.
The German troops concentrated around Budapest amounted to more than 250,000 men, 1 panzer division and a mechanized division, also turned the city into a fortress by building more than 300 fortified points to defend the city. Once the German command rejected the ultimatum of the Soviet command, the Soviet forces began the assault. After fierce combats on February 13 Budapest was occupied by the Soviet army.
The medal for the capture of Budapest was awarded to more than 360,000 people.
