Established in 1889, commemorating the promulgation of the Imperial Constitution, it was established in two categories, gold and silver.
It was awarded to all those involved in the promulgation ceremonies of the Constitution.
The medal is silver, with a diameter of 30.5 mm, on the reverse is inscribed 'Meiji 22 [1889] 11 February, Medal of the promulgation of the Great Japanese Empire' [明治二十二年二月十一日大日本帝国憲法発布記念章]. The case is made of lacquered wood.
