Established by Decree of the Presidium of the Supreme Soviet of the USSR on May 9, 1945 (Gazette of the Supreme Soviet of the USSR, 1945, No. 26).
 
According to its regulation, it was to be awarded to all participants in the battles of the Great Patriotic War - servicemen of the Red Army, Navy, NKVD and civilians hired by the Red Army, partisans - always with the confirmation of their actual participation, through the lists of military divisions, hospitals...etc.
 
On May 8, 1945 the unconditional surrender of Germany was signed at Karlhorst. On May 9 in Moscow the 30 salvos of 1000 cannons were heard to celebrate the victory of the Soviet troops. 
 
More than 14 million people were decorated with the medal for the victory over Germany.
 
 
Collecting the medal:
 
 
There are four variants, the first variant, has the ring soldered to the medal, the second variant differs from the first in that the ring and medal are in one piece and the ring is U-shaped, and the third variant has the ring round and flat but made in one piece with the medal and the fourth variant has the ring round and made in one piece with the medal.

1st variant: cover in red color, on the USSR coat of arms there are 11 bands and the date is printed as 194.
 
2nd variant: on the USSR coat of arms there are 11 stripes and the date is printed as 194
 
3rd variant: on the coat of arms of the USSR there are 16 stripes and the date is printed as 194
 
4th variant: on the USSR coat of arms there are 15 stripes and the date is printed as 194
