Instituted on September 28, 1941, it consisted of an 8-pointed star of silver-plated bursts, with a black enameled swastika in the center and a gold laurel border with the date 1941 stamped on its lower part.
 
 
It was given to those, who having already been decorated with the Iron Cross 1st class, had important merits but not enough to reach the Knight's Cross of the Iron Cross. 
 
An embroidered version was authorized.
 
There are two categories: gold for combat actions, and silver for rearguard merits. 
 
The gold category was awarded 24,204 times and the silver category 1,114 times.
