The medal was instituted by Royal Order of February 1, 1899, creating a medal for the army and the Navy and another for the volunteers.
 
The first one has a golden royal crown, the medal is circular and made of bronze, surrounded by a laurel, with the effigy of the king and queen regent with the inscription "Cuba Campaign 1895-1898" and on the back the initials AXIII and the inscription "to the army of operations".

The second one is the same as the previous one, but without crown or laurel border, on the obverse the inscription "To the volunteers of Cuba" and on the reverse "Campaign of Cuba 1895-1898", the ribbon is half purple half red.
