It was established in 1888 by Emperor Meiji, awarded to both civilian and military personnel, the Order consisted of 8 classes until 2003 when the two lowest (8th and 7th) were abolished, remaining in 6 classes, and changes were introduced both in the design of the Order and in the colors of the ribbon.
 
Since 1919 it began to be awarded also to women (the order keeps the same design, except that it is presented in a ribbon and the case is wider.
 
The design of the Order is composed of the three imperial treasures, the Yata Mirror, the Yasakani Jewel and the Emperor's personal sword.
 
It is made of silver (gilded in some of its classes) and enamels of superb quality, the boxes are made of lacquered wood.
